The Stormwater Management Division oversees how rainwater is handled in unincorporated Jefferson County to reduce flooding, erosion, and pollution in local streams such as Rock Creek. It administers the county’s stormwater and land‑disturbance codes, reviews development and Storm Water Pollution Prevention Plans (SWPPPs), and requires erosion and sediment controls so new construction does not worsen runoff or downstream flooding. The division also guides the design of detention and retention basins, overflow structures, and other drainage features that help keep storm sewers and natural channels from being overwhelmed during heavy storms.​

For residents dealing with street flooding, ditch or culvert problems, or storm sewer backups, the Stormwater Management Division is the primary county contact to report concerns, request investigations, and get information about what fixes are possible under county regulations.
